Case Study No 4 – Construction and Start-up – Commissioning/Handover/Start-up for Operations
ASG’s Hans Kleppan has over 30 years of management experience in preparation for operations, commissioning, handover, start-up and operation of submarines, semi-submersible drilling rigs, fixed and floating oil and gas producing facilities offshore. Hans has worked as Chief Engineer and Superintendent Engineer in the Royal Norwegian Navy responsible for maintenance and operation of main propulsion and all technical and navigational systems. In addition, he was the Emergency Controller and Diving Officer.
As Superintendent Engineer at the Royal Norwegian Navy Command Bureau Ships – submarines Hans was The Technical Authority for the 12 & 16 yearly recommissioning services of RNN submarines. He was one of three team members who prepared Terms of Reference for “The 16 years Main Overhaul Services for Kobben Class submarines”.
In the Oil & Gas industry, Hans has been involved with semi-submersible drilling rigs, fixed Q-D-P facilities, integrated QDP facilities and Floating production offshore. He has held the position as Technical Superintendent responsible for daily technical support, planning and execution of annual and four yearly class for “Ross Isle” and “old Ross Rig”.
This included development of Monthly, Quarterly and Yearly Planned Maintenance and Inspection routines, all disciplines. He also restructured the Operations and Maintenance Manual Records and Technical archive for The Kobben Class Submarines.
From 1985 to 2006, Hans held key positions building up the operations organisations for BP Norge Ula, BP Norge Gyda , BP UK FPSO Schiehallion and Hess Denmark South Arne. In the positions as Mechanical Supervisor, Mechanical Engineer, Offshore Maintenance Engineer, Offshore Operations Engineer and Offshore Installation Manager, he has acted as Operation’s focal point for commissioning, handover and start-up of the different facilities.
